Jackie Penney was born in St. John's, Newfoundland. She began volunteering at the age of 12 with a youth volunteer program called Helping Hands Volunteers which was offered by the Community Services Council Volunteer Centre. She volunteered with this program until she was in her early 20's and also worked with the program one summer. She has also volunteered with a local hospital and with a literacy program at a local Elementary School. Jackie now has a Bachelor's Degree in Elementary Education and is coordinating the Youth Volunteer Corps of St. John's throught the Community Services Council Volunteer Centre.
